David is a Senior Consultant in Berry, Dunn, McNeil & Parker's Management and Information Technology Consulting Group and a Certified Process Professional. He joined the firm's Portland office in 2005 after serving five years as the Program Manager for eCommerce at the Maryland Technology Development Corporation (TEDCO).
David has broad experience in organizational and business process planning, strategic technology planning, IT infrastructure planning, and information and communications policy. David has worked with not-for-profit organizations and government agencies at all levels from local to international.
Most recently, David has worked with several municipalities to develop strategic technology plans. He has assisted with the assessment of financial management system needs, including understanding the goals for a proposed integrated system, developing system requirements, identifying vendor systems, and providing information to guide in implementing a new solution. David has conducted business application assessments as well as performed make-or-buy analyses for mainframe-based procurement, financial, human resource, and budgeting systems.
